They came to meeting to let us know that the roof is original and they are looking at replacing it.<br /><strong>BOARD OFFICERS/COMMITTEE REPORTS</strong><br /><strong>President: </strong>Kevin Quick<br /><ul><li>Application rejected: River Health Stewardship program (Clackamas County)<ul><li>HOA project name: Hillcrest Watershed Restoration Project</li><li>Ash Creek has been informed</li><li>Contact recommended talking with County Soil group to find out more about our options</li></ul></li><li>Kevin spoke with dog owners Dave was concerned about. They agreed they would control.</li><li>Update on Jensen&rsquo;s house. They came back with new plan from architect 3-story with trees remaining, meeting size requirements. Kevin approved. Will give us external colors soon.</li><li>Roto-Rooter truck owner has new job. Trying to put it behind the fence. Kevin spoke with him and will visit again to check in. 10626 SE 99th. John will hold off action (sending letter) until Kevin talks with them again. Needs to close fence for now and find a place to store vehicle outside the neighborhood.</li><li>Home at corner of Stacy and Gia Kevin took pictures spanned over a month of boxes and items out front. John will send a letter in the mail tomorrow sharing that fines will be assessed.</li><li>John noted high weeds at house being renovated on SE 98th Ct. Kevin will look at sending a &ldquo;Welcome to the neighborhood&rdquo; letter.</li><li>Kevin noted that Charlie Irish on Stevens Ct. checked in before about rock stream in front yard. Kevin noticed he is replacing siding.</li><li>Kevin sees a lot of flippers coming in. Kevin is concerned about tree statutes and that flippers are going to cut them down because fines are not a deterrent. Kevin would like us to consider increasing fine for cutting down trees unapproved. Josh noted there is a document specifically for fines for Rules &amp; Fines. Last updated Oct 2007. Bylaws mention fines as well. Kevin will check over the documents and get Darrell&rsquo;s input. All other board members present are interested in considering increase.</li><li>Kevin noted information for realtors on our webpage. When John emails documents to realtors, he adds the importance of having new buyers read the documents. Amy &amp; Rick noted that they read the Covenants and signed that they had.</li><li>Amy asked if only board votes on changes. Kevin noted that ordinary business falls to board but changes to CCNRs need to be approved by a minimum of 70% of homeowners. Any changes to fees would be shared with homeowners through Fall newsletter.</li></ul>&nbsp;<br /><strong>Vice President: </strong>Josh Gavrich<br /><ul><li>Josh noted home on 96th that might be a flipper. Putting in windows. Kevin will follow up to ensure they aren&rsquo;t cutting down trees.</li></ul><strong>Treasurer: </strong>John Chapman<br /><ul><li>Have had five houses close in the neighborhood in the past month.</li><li>Balance currently $45, 655 compared to LY $57,639. This is great considering we made the most expensive purchase in HOA history for asphalt.</li><li>We have $10,000 set aside for open space.</li><li>Zelle to check payment 1 to 3.</li><li>2-3 houses received letters with dues noting $500+ in arrears and HOA can put a lean on home.</li><li>John took statement and ledger to accountant. They should have everything wrapped up in a couple weeks. State of Oregon for non-profit does not have $150 minimum fee.</li><li>John proposed if we can&rsquo;t meet at school in August, we could have a Zoom meeting.</li><li>John out Jun 26-Jul 7.</li><li>John noted that dumpsters did not fill up as much. Other homeowners present seconded her concerns.</li><li>Identified a tree that looks dead on 97th &amp; King Wy. Needs attention.</li></ul></li><li>Dave Blank: Dogs barking throughout the neighborhood, particularly adjacent to Dave, get riled up and excite each other.<ul><li>The situation has been ongoing for years.</li></ul></li><li>Neil Gavrich alerted the meeting to potential PGE work after he noticed ground flags and markings on the ground on 99th around Kela. Suspects the installation of new underground transformer/vault.</li><li>Homeowner, Joseph, Informs the architecture committee of plans to repaint the exterior of the home.</li><li>Nancy requested an update on the renovation plans/process of the home next to hers that was recently purchased.<ul><li>Observed that a Japanese Maple was mostly cut down even after he had been advised of HOA regulations.</li></ul></li></ul>&nbsp;<br /><strong>BOARD OFFICERS/COMMITTEE REPORTS</strong><br /><strong>President: </strong>Kevin Quick<br /><ul><li>River Health Stewardship program (Clackamas County)<ul><li>The RiverHealth Stewardship Program offers grants of up to $30,000 from Clackamas Water Environment Services to support community projects that improve watershed health. (This report is available to homeowners on request via board@scottmountainhoa.com).<ul><li><em>The Scott Mountain HOA Reserve Study is a long-term capital budget planning tool which has the objective of properly planning for future HOA expenditures. This 5-year forecast will identify the various areas in which we can reasonably expect to incur expenses during that time frame. Same home appears to be constructing out-buildings that may be for ongoing business operations which could be disruptive to neighbors.</li><li>Homeowner on 93rd CT expressed concerns about the pathway between 95th and 96th lacking landscaping. She&rsquo;d like to see improvements.</li><li>A home on 96th and another on 99th have unkept yard, including dead or dying bushes.</li><li>Homeowners should be contacted and reminded of the by-laws and covenants.</li><li>Home on King Rd. near 97th should be reminded about excessive weeds, piles of garden dirt that have gone unattended for an extended period.</li></ul><em><strong>Note: Article IV: Private Areas, specifically Section 4.1(1) Maintenance &ndash; requires owners to maintain their grounds in a clean, attractive, and safe condition. Section 4.1(10) Rubbish and Trash &ndash; prohibits dumping trash, yard rakings, or waste, and requires removal within 10 days of notice.
