Eagle Landing Update - November 7, 2017
The Happy Valley Planning Commission hearing was held on Sept 12, 2017. The Eagle Landing Preliminary Master Plan was approved as well as modifications to the “Conditions of Approval”. The Planning Commission approval was then sent to the City Council.
The Happy Valley City Council hearing for Eagle Landing was held on Oct 3, 2017 and they rubber stamped their approval.
So, what was approved? The vacant land across from New Hope Church on Stevens (about 17 acres) will be phase one of the Eagle Landing development. The approved Preliminary Master Plan envisions 70,000 sq. ft. of retail, 50,000 sq. ft. of office, and 500 multifamily/condo units and a 125 room hotel.
There are “Conditions of Approval” that were placed on this development years ago when the zone change was approved. Mostly these “Conditions” required the developer to construct traffic mitigation near the site. These “Conditions” have now been amended by Happy Valley and the County. Now, the developer will not be required to construct any traffic mitigation unless or until the following occurs: If peak hour vehicle trips exceed 739 AM trips and 1,015 PM trips.
Now that the Preliminary Master Plan has been approved, next up will be the Final Master Plan. Eagle Landing will have two years to submit the Final Plan to Happy Valley. If the Final Master Plan is approved, then the project will need to seek additional approval through Design Review.

Brief Update about the October 3rd Eagle Landing Meeting:
Hi - Some of you expressed interest in the H.V. Eagle Landing hearing, so I'll give a brief update:
No surprise that it was approved by the City Council. It's now official that Eagle Landing has sucked up all road capacity. Any new large development would be up against the traffic cap amounts put on E.L. and it would be up to the NEW development - NOT Eagle Landing - to install the road improvements that were "postponed" on the E.L. project.
The letter I submitted for the Planning Commission hearing was part of the packet given to the City Council. It appeared some of them read it.
One Councilor mentioned that the project would produce a lot of traffic and that the access points did direct traffic into the neighborhoods. Another Councilor talked about an issue with the right-in/right-out only access points. He said traffic circumvents these by going just past the median barriers that prevent a left hand turn - and make a U-turn. He said this makes it even more dangerous. It ended up that the access points are going to be re-examined to see what improvements could be done.
I will be submitting a detailed report for the HOA website after I review the Hearings. I'm in the process of getting the Oct 3rd hearing from H.V. - they aren't particularly quick in their response.
