Board Meeting of August 1, 2017

Approval of Meeting Minutes – Board Meeting June 6, 2017
The Board members had the draft minutes available by email. A motion was made by Neil to approve the June 6, 2017 minutes as submitted. It was seconded by Suzanne and all Board members present approved.
HOMEOWNER ISSUES
John Short asked that the web site be updated. The contact form to submit requests does not appear to be working, as he has submitted requests with no reply. Thomas said he was working on it. The current hosting service does not provide this now, so he is looking at a new hosting service.
John Short said he is concerned about the vacant house next door to him. There have been some attempts to maintain the yard, but it is still in bad shape. What can be done? John is at 10031 SE 100th Drive and the vacant house at 10051 SE 100th Drive. He said there is a phone number for the owner-bank on the door. John Chapman said he (and others) will call the bank number.
John Short reported that two properties near him have chickens which attract rats and cause problems for the neighbors. John said he has killed numerous rats in his backyard. The Board will send letter to each homeowner that chickens are not are allowed. The houses are 10002 SE 99th and 10101 SE 100th Drive.
BOARD OFFICERS/COMMITTE REPORTS
President: Neil Gavrich
- Neil reported that a walk around with several Board members was done to prepare for the common area clean up.
- He has received several emails asking for info on covenants and he sent replies.
Vice-president: Suzanne Merritt
- Suzanne reported she is working on a flyer and poster to publicize the cleanup day.
Secretary: Dave Gilman
- He provided the minutes for the June 6, 2017 Board meeting for approval.
Treasurer’s Report: John Chapman
- John reported we are gradually moving banks from Chase to Umpqua. We have a total of about $48,000 in all the accounts. There are 4 homeowners that are more that $500 back in dues. John said that leans on the homes will be considered in the fall if they have not paid their back dues by then.
- The house on 98th still needs upkeep. Letters have been sent requesting yard cleanup and asking for the homeowner to contact him.
Environmental Committee: Jonathan Harbaugh
- Jonathon reported on the path lights. He asked for estimate from Stoner electric and they provided 3 options. He noted that to get a rebate we must have an electrician do the work. The lowest cost is about $175 per blub to replace with LED. There is $40 rebate and the bulbs will last about 12 years, as well as use less electric energy. John Chapman and Jonathan will count the bulbs and conditions of the poles and come back next meeting with a proposal.
- He reported on the walk around. There are 3 areas of possible work: 1) clear walking paths, 2) clear areas around new trees in common area above 100th, 3) cut ivy off of trees. Suzanne showed the flyer she has been working on. There was discussion about what could be done and that it should be a social event as well to work on the common area. It was decided to have the event on September 16, 2017 from 9am to 12 pm.
Covenant Compliance: Jonathon Handsaker
- Jonathon said he several issues that had already been discussed.
- He sent a letter to the homeowner on 99th and Kela Court about the dead tree in his front yard.
Architectural: Josh Gavrich
- Josh said he had a few requests from homeowners for work to be done. He will send out an email response when he approves a request. He is developing a form to request review of work that homeowners plan to do.
Safety: Bob Stallman
- He noted that there are more kids in the neighborhood indicating the neighborhood is turning over.
Eagle Landing: Nancy Hall
- Nancy reported that the County was paid for the Stevens Orchard apartments.
- She noted that the City of Happy Valley is still having a Planning Commission hearing of the current Eagles Landing master plan on September 12 at 7 pm at city hall. She is reviewing the plan, especially for traffic. Some access points to the site will need variances because they abut collector streets and have spacing issues. There is a possibility of Stevens and Monterey streets being changed from collector streets to arterials to "legally" allow more traffic per Happy Valley City Municipal code. The developers claim they are sanctioned to build this first stage with no further traffic mitigation because prior to 2012 the zoning allowed for construction of up to 750,000 sq. ft. of development without any conditions.
HOA Web Site: Thomas Spathas
- Thomas noted that some of the email options on the web site do not work. He suggests moving to a different hosting company. He estimates it would cost $120 per year. Neil made a motion for Thomas to change the web site hosting package at a cost of up to $200 per year. John Chapman seconded and all Board Members approved.
GENERAL BUSINESS
There was a brief discussion of ongoing construction in the area.
- Stevens Springs apartments – 140 units at Causey Ave and Stevens Road
- Upgrades at Mt Scott school – adding 4 classrooms and numerous upgrades
- Potential subdivision next to Eagles Loft condos – 31 single family lots
