Scott Mountain Homeowners Association
Board Meeting Minutes – 11.7.2023
Location: Monarch Hotel conference room
Board Members Present: Kevin Quick, Josh Gavrich, John Chapman, Darrell Maxwell, Steve Shroeder
Board Members Absent: Dave Nachand, Ellyn Jeck
Homeowners Present: Dave Blank, Nancy Hall
Guests: None.
Call to Order: 7:09pm by President
Approval of Meeting Minutes: All board members present voted to approve the minutes from the October meeting.

Homeowners Concerns:
  • Dave Blank
    • Asked about the status of the HOA nonprofit status
      • Paperwork from the government agency overseeing nonprofits is forthcoming
    • Suggested that the HOA try out a Goat service to control all types of growth in the greenspace areas
  • Steve Shroeder
    • Suggested that some homeowners may express concerns about spraying herbicides in the greenspaces – we should be prepared to let them know that chemicals being used are not toxic to humans or animals.

BOARD OFFICERS/COMMITTEE REPORTS
President: Kevin Quick
  • Board Elections
    • Three of the board members' three-year terms were completed in November: John Chapman, Kevin Quick, and Steven Schroeder. John and Kevin volunteered to continue to serve another term if elected, and Steve declined to be a candidate for another term. John and Kevin were unanimously re-elected for another three-year term. There were no other candidates and considering the death of Chuck Zwick and the early retirement of Randy Flynn due to traveling, this leaves three board positions open.
  • Secretary: Darrell Maxwell
    • Nothing to report
  • Architectural: Kevin Quick
    • Waiting to approve the cutting of a large tree that is leaning toward the road.
  • Covenants: Ellyn Jeck
    • Not present
  • Safety: Steve Schroeder
    • What is the status of the neighbor dispute about the trees and the spotlights?
      • Kevin is mediating – he may ask one neighbor to “top” the trees in question and has asked the other neighbor to redirect the spotlights that are offending his neighbor.
  • Environmental: Darrell Maxwell
    • Darrell agreed to
      • research a service that brings in Goats to eat vegetation
        • one option is Westside Goat Girl, https://www.wsgoatgirl.com/
      • look into a wildlife camera for central woods to monitor pedestrian activity after hours
      • engage with the landscaping company that manages the public spaces to become acquainted with the current agreement and ensure the work is completed as agreed.

​Next Regular Board Meeting: January 2nd, 2024, 7:00PM, to be held in person. Normal meetings to be conducted on the first Tuesday of the month, except in July and December when there will be no meeting.
